I bought a 2006 Jeep Grand Cherokee from a dealership in Rhode Island that indicated it had 9 miles on it.
I worked for Verizon at the time and was able to purchase the Jeep for 1% below dealers cost and I also took advantage of the Chrysler rebates. The manager at the dealership was angry that I got the Verizon pricing and was yelling. Finally he said "At least we get inventory off the lot".
The final agreed price after trading in my Ford Taurus for $5000, $2000 Chrysler rebate, and 1% below dealers employee incentive I paid $21,000. The dealership claimed they had paid over $28,000 for the Jeep. I did not see the listing price from the dealership.
Think I got a good deal though.
